I recently completed a reader project for several types of implantable pet identification transponders. Its detection range is somewhat short on the weaker transponder types, but it can be built with no soldering using only stock Radio Shack parts. A Windows PC and specimen chips for testing are required. See it at www.maxmicrochip.com
